FCRA Disclosure & Permissible Use Policy

1. About CROW

CROW provides public records research and intelligence services for lawful purposes. Our reports compile information exclusively from publicly available sources, including court records, government filings, corporate registrations, property records, news archives, social media profiles, and other information freely accessible to any member of the public.

CROW operates as a public records research service. We are not a Consumer Reporting Agency ("CRA") as defined under the Fair Credit Reporting Act, 15 U.S.C. § 1681 et seq. ("FCRA"), and our reports are not "consumer reports" as defined in 15 U.S.C. § 1681a(d). We do not access credit bureau data, maintain consumer credit files, or evaluate creditworthiness.

2. Permissible Uses

CROW reports are designed to serve a wide range of lawful purposes, including:

• Personal safety — investigating a reasonable concern for your safety or the safety of your family, such as vetting someone you met online
• Dating and relationships — learning what public information exists about a person before deepening a personal relationship
• Business due diligence — evaluating a potential business partner, investor, vendor, or transaction counterparty using public information
• Litigation support — supporting an active or anticipated legal matter with publicly available research
• Self-check — understanding what publicly available information exists about yourself before others find it
• Other lawful purposes — any use that does not fall under FCRA-regulated categories listed below

3. Common Use Cases

• Personal safety & dating — Verify someone's background before meeting in person or entering a relationship
• Business due diligence — Research a potential partner, investor, or contractor before signing an agreement
• Litigation & legal research — Gather publicly available evidence to support legal proceedings
• Self-check — See what the public record says about you so you can correct errors or prepare for scrutiny
• Family matters — Verify information when your family's safety or financial well-being may be at stake

4. Prohibited Uses

Because CROW is not a Consumer Reporting Agency, our reports may not be used for purposes that require FCRA-compliant consumer reports. Specifically, you may not use CROW reports for:

• Employment screening — making hiring, promotion, reassignment, or termination decisions
• Tenant screening — evaluating applications for residential rental housing
• Credit decisions — determining eligibility for credit, loans, or other financial products
• Insurance underwriting — evaluating applications for personal insurance coverage
• Government benefits — determining eligibility for government licenses or benefits where FCRA compliance is required
• Any other purpose that would require the use of a "consumer report" under the FCRA

5. User Certification Requirements

Before submitting a request, every CROW user must:

• Select their specific permissible purpose from the options provided
• Certify that they will not use the report for any FCRA-regulated purpose
• Acknowledge that CROW reports contain publicly available information only and are not consumer reports

These certifications are logged with a timestamp, IP address, and user agent string as part of our compliance audit trail. False certification may expose the user to legal liability.

6. Accuracy and Disputes

While CROW endeavors to compile accurate information from public sources, we do not guarantee the accuracy, completeness, or currentness of any information in our reports. Public records may contain errors, outdated information, or records pertaining to individuals with similar names.

If you are the subject of a CROW report and believe it contains inaccurate information, you may submit a dispute through our dispute resolution process. We will investigate and correct or remove any information that we determine to be inaccurate.

7. Data Sources

CROW reports are compiled exclusively from publicly available information. We do not access, purchase, or use:

• Credit bureau data (Equifax, Experian, TransUnion)
• Private financial records
• Medical records
• Non-public educational records
• Any information maintained by consumer reporting agencies

8. Record Retention

CROW maintains consent and attestation records, including the user's selected permissible purpose, certification timestamps, IP addresses, and user agent information, for a minimum of five (5) years to support compliance auditing and legal defense.
