01What sources we access

Every CROW report draws from the same categories of public records. We don't use proprietary surveillance tools or access anything that isn't available through lawful public channels.

PACER (federal court records)
State court systems (all 50 states)
County assessor & property records
Secretary of State filings
FEC & state campaign finance
News archives & media databases
Public social media profiles
SEC & business registrations
UCC liens & judgment records
Professional license databases
Bankruptcy court records
Published political donations

02How we verify findings

We use a 2-of-3 source confirmation standard. Every material finding in a CROW report must be corroborated by at least two independent sources before we include it. If we can only find one source, we flag it as unconfirmed and explain why.

This is the same standard used by investigative journalists. It means some things take longer to verify, and some things don't make the cut. That's by design.

03How we rate confidence

Every source and every finding gets a confidence rating. This tells you how much weight to put on what we found.

Source GradeMeaning
AOfficial government record, directly verified
BReputable secondary source, consistent with other records
CSingle source, plausible but unconfirmed
DInformal source, treat with caution
FContradicted by other evidence, included for transparency
Finding ConfidenceMeaning
HIGH2+ independent sources confirm. You can act on this.
MEDIUMOne strong source, or two weaker sources agree. Worth noting.
LOWSingle unconfirmed source. Flagged for awareness only.

04How we handle gaps

Every CROW report includes a "What We Didn't Find" section. This is just as important as what we did find.

If a subject has no court records in a given state, we say so. If a database was unavailable or a jurisdiction doesn't digitize certain records, we say that too. We tell you where we looked and came up empty so you can make informed decisions, not just optimistic ones.

05How reports are delivered

Reports are delivered via an encrypted, expiring link sent to the email address you provide at intake. The link expires after 48 hours. You can download the full report as a PDF during that window.

We do not send reports as email attachments. We do not use shared drives, cloud folders, or third-party platforms. The link is unique to you and cannot be forwarded.

06How we protect your privacy

CROW deletes all report data 30 days after delivery unless you have an active monitoring subscription. We store only what we need to deliver your report, and nothing more.

We do not sell data. We do not share findings with anyone other than the client who commissioned the report. We do not retain subject information for marketing, resale, or any other purpose.
